Need reviewer: jaxp/jaxws changes for openjdk6

FYI...

Many of these files are identical to the ones in jdk7, and for
the most part, other than going after different source drop bundles
(changes to jaxp/jaxp.properties and jaxws/jaxws.properties files),
and changing '-target 7' to '-target 5' (in */build.properties),
they operate the same as the ones in jdk7, ah .. well, the jdk7/tl forest
actually (jdk7/tl has not made it into jdk7/jdk7 yet).

I'm doing a 'make boot_cycle' build to verify things.
