6-open putback request: 6877961: langtools build should allow more options when running jtre

Joe,

This is a low risk update to the <jtreg> task within langtools 
build.xml.   It allows more external control of jtreg options without 
any additional changes to the build.xml file.  The patch from 7 applies 
without error.  I would like to push the fix to 6-open as well.
