I was expecting it would be hs18 too, but hs17 was the stablisation
branch that appeared: http://hg.openjdk.java.net/hsx/hsx17/master/
and thus what will be used in the proprietary releases.

We only merge from these stablisation branches, not the JDK7 HotSpot
tree itself.
