I think it better to backport:
7201205: Add Makefile configuration option to build with unlimited crypto in OpenJDK.
and build with UNLIMITED_CRYPTO=true. This has already been well-tested on 7 & 8 and
is less destructive. I'll do some testing on 6 and then post a webrev.
