Yes, I knew that but typed the wrong thing; I'll rephrase:

Why do the leads of the sponsoring groups get to determine the project
lead rather than the project's authors, committers, reviewers & previous
lead?

Better? ;)

It's always baffled me what the groups were for and I guess this is it.

Indeed, there isn't one defined in the bylaws.  What I meant is the
set of all authors, committers & reviewers plus the lead.
