With respect to the JIRA, even as a logged-in java.net user, I get:

PERMISSION VIOLATION
ERROR

It seems that you have tried to perform an operation which you are not permitted to perform.

If you think this message is wrong, please consult your administrators about getting the necessary permissions. 

The Oracle bug database this is replacing had viewable bugs without
any login necessary.  Can we please have the same for this JIRA?
