THIRD_PARTY_README mangled

My references to "mangling" weren't to recent changes.
I simply noticed that e.g. the text of the Apache 2 License
in THIRD_PARTY_README is reformatted from
the canonical version at
http://www.apache.org/licenses/LICENSE-2.0.txt
