JDK 7 Milestone 4 complete

No showstoppers were identified in build 66, so that is the final M4
build.  Sun's proprietary builds are now available on java.sun.com [1];
other builds will likely be available elsewhere shortly.

I've summarized the M4 highlights in my blog [2].

Due to competing priorities the stabilization phase of this cycle was
managed in a fairly relaxed manner.  That will not be the case for M5.
