Proposed javadoc/doclet improvements for JDK7

Hi Andrew,
                   Regarding warning of OpenJDK doc builds, we get about 
270 warning on doc comments in source code currently. We definitely want 
to address this issue but it will be separate from the proposed 
improvements.
