Proposed javadoc/doclet improvements for JDK7

Historical note:

During the JDK6 timeframe, most of the javadoc warnings in the core jdk were
fixed.
Finding maintainers for review is usually harder than the actual fixing.
OpenJDK has upstream projects as well.
