JSR 308 in M4

Neal,

We have been working with the 308 folk to address pretty much all of our 
concerns.
There will be a final review against TL before the cumulative set of 
changes in the
type-annotations repository gets pushed. You can see the current state 
of the 308
code in the type-annotations repository.
