Feature proposal template status?

The draft development process at
http://cr.openjdk.java.net/~mr/jdk7-dev-process.html is a few months old.
I'm not aware of a Feature Proposal template yet, perhaps I missed it.

I'd like to move the Locale Enhancement project forward, by submitting a
proposal and (hopefully) getting milestone/integration slot for it.  But I'm
not sure how to proceed, and time keeps passing.  Absent a formal feature
proposal, what is the process I should use to move forward with this?
