Hotspot 16 Build 03 has been integrated for JDK 7 Build 59.

In addition to the fixes in the PIT certificate below, one additional 
fix was included:

6840196: NUMA allocator: crash in fastdebug during startup on Linux


This fixes the bug found during PIT.
