Feature complete?

There are lots of links and posts describing plans for features to be included, along with a proposal for closures, etc. But my sense from reading these posts is that some decisions about syntax haven't yet been finalized, and that it's not yet clear what subset of (say) "Language support for Collections" or "better integral literals" will definitely be included. I assume that these points will be firmed up sometime during M8. So during M8 (beginning, middle or end) I should be able to write programs that use what will be the final version of Java 7. Am I correct about this, or are all the features, sub-features and sub-sub-features already cast in stone?
