Changelog doesn't exist (again!)

Hello, community!
I've written about this in the forum, but no one seems to care:

Could someone forward this to the right place, please?
Additional information:
I'm located in Germany. It seems that other people CAN access the changelogs from ELSEWHERE
(not only in this, but in other cases). So, it might be a mirror problem.
