M3 stabilization requests for 2009/5/7 (b58) [part 2]

As a point of information...

 From the beginning these changes have been in the build forest and
have been building fine with JPRT via Windows CGYWIN shell started
make commands.
The problems we had centered around Windows builds in some environments
(e.g. Xiomara's RE windows machines) where ant.bat happened to be used.

The changes also only impact debug builds not the product builds.

But the changes are also not critical fixes, so whatever you decide
is ok with me.
