Push Approval Request Template posted

Hi,

since we're now getting regular push approval requests, and they mostly
follow the template from our prior mailing list discussions [0], I put it up on
the Project web page: 

http://openjdk.java.net/projects/jdk7u/approval-template.html

Please use this template for future push approval requests.

There is one change from the discussion on the list - I added a $Synopsis to
the subject line, meaning that push approval requests should include both the 
CR and the synopsis in the subject line to make it a bit easier to glance from 
the subject line what kind of a change a push approval request is about.
