Request for approval for phase 2 bulk integration of hs22-b08 into 7u2-b10

The integration is conditional on successful PIT, which is in
progress; results are expected on Tuesday, Oct 18 (the proposed
integration date).

The list of fixes in the proposed integration is below; all are
already in a the hsx/hotspot-main repository and have undergone
nightly testing.
