Request for phase 2 approval for CR 7104126 - Insert openjdk copyright header back into TZdata files.

Bug description:

During adding 2011l tzdata into 7u2-b10,  openjdk copyright header was 
not added back
to tzdata (where the copyright does not exists). It's an extra process 
for adding the data
into 7u source.

Please find the patch (attached) and reviewed by  Masayoshi (okutsu).
