The fix has two parts, a VM part and a JDK part.  The VM part has already been pushed to our main development repositories.  The JDK part can only be pushed after the VM part is in place otherwise we get linkage errors.

There is also a clean-up CR that removes unused code after 7085860 is integrated: 7087357.  I will send an additional approval request for 7087357 if this one is approved.
