jdk7u-dev maintainer: Thanks to Paul Hohensee for all the approvals

As Paul has moved on to other things [0], I would like to thank him for his contributions 
to this Project as a forest maintainer. 

Given the regular workload of the maintainers, I 'undelegate' that authority from him.
That leaves Artem, Edvard and myself as forest maintainers, as documented on the Project
page.
