Unfortunately, our first goal with the new build system is to match the old build exactly,
we really can't address these kinds of things until after we jettison the old makefiles.
And each change like this carries a great deal of verification work, probably by the testing team.

Since we are trying to severely limit our scope on the new build system to insure it's
delivery into jdk8, I'd rather not burden the build-infra project with any additional side items.
