[7u4] Request for approval for bulk integration of hs23-b14

Requesting approval to integrate hs23-b14 into jdk7u4-b11.

SQE has waived PIT for these build-only changes; they are required
for reliable builds on Mac OSX.  These will be integrated at the same
time as hs23-b13, which was already approved.

The fixes in the proposed integration are below.  All are already in
a jdk8 repository.

7142616: MAC: Honor ALT_EXPORT_PATH overrides from JDK control builds
7142852: MAC: Comment out JPRT jbb tests on Mac OS X until 7142850 is resolved
