[7u4] Request for approval for bulk integration of hs23-b16

Requesting approval to integrate hs23-b16 into jdk7u4-b13.
This is an update to the bulk integration request for hs23-b16
approved earlier.  The only difference is the addition of one fix:

     7147064: assert(allocates2(pc)) failed: not in CodeBuffer

          memory: 0xffffffff778d9d60<= 0xffffffff778da69c

Pre-integration testing is in progress; the integration will proceed
only after SQE has analyzed the results and approved.

The fixes in the proposed integration are below.  All have undergone
nightly testing and are already in a jdk8 repository.
