No 7u3 on hg.openjdk.java.net

I thought that they would land in jdk7u-dev first.  (I used the 7118283
change to check this.)  jdk7u wasn't on my radar screen.

Will there be a release of the jdk7u branch soonish, or should I just
grab the tip and use that?

I suppose that jdk7u4 will eventually be merged into jd7u, so that there
is a way forward.
