[7u4] Request for approval for CR 7104647 - Adding a diagnostic command framework

This is a request for pushing the JDK side part of the
diagnostic command framework into 7u4 (the HotSpot side
part is integrated in HS23). This changeset has already
been pushed to the JDK8 forest.

The changeset is the same for both JDK8 and JDK7u and the

I've applied the same patch to jdk7u-dev and passed the
unit tests.
