[7u4-osx] Request for approval for 7124554: [macosx] JWindow does ignore setAlwaysOnTop property

I see the technical discussion at the macosx-port-dev alias is still in 
progress. Mike proposed an alternative solution based on new SPI calls 
from JavaRuntimeSupport. However, they are not exposed yet, so I'm fine 
with the current version of the fix.

Mike,

are you OK with Anthony's fix now + rewriting the code to use SPI in the 
future, when it's a part of JRS framework?
