[7u4] Request for approval for CR 7083621 - Add fontconfig file for OEL6 and rename RH/O EL 5 file so that it is picked up for all 5.x updates

Hi!

There is a change made to the closed fontconfig files that requires a 
corresponding small change to the makefile:s in the openJDK workspace. 
May I please have permission to backport this change from JDK8 to JDK7u4?

This change will of course be pushed at the same time as the 
corresponding closed repository change so we don't break the build.
