[7u4-osx] Request for approval for 7127771: (macosx)test/java/net/Socket/TrafficClass.java fails on Mac OS X

In NET_Bind(), arg1 and len1 are newly defined, but there are no uses
of arg1 beyond the new code, and no uses at all of len1.

Perhaps there's a glitch in the webrev?
