[7u4] Request for approval for bulk integration of hs23-b11

Requesting approval to integrate hs23-b11 into jdk7u4-b09.

Pre-integration testing is in progress; the integration will proceed
only after SQE has analyzed the results and approved.

The fixes in the proposed integration are below.  All have undergone
nightly testing and are already in a jdk8 repository.

7071311: Decoder enhancement
7111138: delete the obsolete flag -XX:+UseRicochetFrames
7115199: Add event tracing hooks and Java Flight Recorder infrastructure
7120448: Fix FP values for compiled frames in frame::describe
7129512: new hotspot build - hs23-b11
7131050: fix for "7071311 Decoder enhancement" does not build on MacOS X
7131288: COMPILE SKIPPED: deopt handler overflow (retry at different tier)
