[7u4] Request for approval for bulk integration of hs23-b17

Requesting approval to integrate hs23-b17 into jdk7u4-b16.

Pre-integration testing was successfully performed;
SQE has analyzed the results and approved.

The fixes in the proposed integration are below.  All have undergone
nightly testing and are already in a jdk8 repository.

7110104: It should be possible to stop and start JMX Agent at runtime
7145024: Crashes in ucrypto related to C2
7146442: assert(false) failed: bad AD file
7148663: new hotspot build - hs23-b17
7150051: incorrect oopmap in critical native
