[7u4] Request for approval for bulk integration of hs23-b19

Requesting approval to integrate hs23-b19 into jdk7u4-b18.

Pre-integration testing was successfully performed;
SQE has analyzed and approved the results.

The fixes in the proposed integration are below.  All have undergone
nightly testing and are already in a jdk8 repository.

7123170: JCK vm/jvmti/ResourceExhausted/resexh001/resexh00101/ tests 
fails since 7u4 b02
7130404: [macosx] "os.arch" value should be "x86_64" for compatibility 
with Apple JDK6
7142641: -Xshared:on fails on ARM
7144328: Improper commandlines for -XX:+-UnlockCommercialFeatures 
require proper warning/error messages
7152784: new hotspot build - hs23-b19
7152954: G1: Native memory leak during full GCs
7154333: JVM fails to start if -XX:+AggressiveHeap is set
7154724: jdk7u4 test properties missing from jprt.properties
7155757: make jdk7u4 the default jprt release for hs23
