[7u6] Request for approval for CR 7151484 : NullPointerException caused by a bug in XMLDocumentFragmentScannerImpl

JDK8 needs a jaxp bundle update as it currently holds sources from a 
previous bundle when the build process changed.  I'll put together an 
update that would include this one as well, possibly next week if time 
allowed.
