[7u4] .jar association broken on Windows

This sounds like the same issue reported in JavaFX context:

At this point we are not clear how this can happen (except user creating 
manual association at some point)
and we only seen few reports so far.

Please follow troubleshooting steps there to provide us more information.
In particular validate you do not have .jar association settings in the 
HKCU branch.

Please add details to the same JIRA issue,
