[7u12] Request for approval for 7185280: Jre7cert: focusgained does not get called for all focus req when do alt + tab

Well, the thing is we haven't decided yet whether it is the way we want to fix this bug in JDK 8. First, we'd like to see whether this fix in its current form causes any unexpected side effects, and then we'll be ready to make a decision regarding JDK 8.
