Request for approval: 7152183: TEST_BUG: java/lang/ProcessBuilder/Basic.java failing intermittently [sol]

This is a request for 7152183 & the subsequent related issue:
8000817: Reinstate accidentally removed sleep() from 
ProcessBuilder/Basic.java

I'll probably do both in one changeset if there are no objections. The 
two changesets in JDK8 are:
