[7u10] Request for approval for 6294277: java -Xdebug crashes on SourceDebugExtension attribute larger than 64K

Hi,

Requesting approval for the backport of 6294277 to hsx23.6[7u10].

The bug:

The fix is almost identical to the one pushed to hsx/hotspot-rt/hotspot
(only two lines are different because of NMT). The unit test provided
with the fix also includes fix 7183754 (which only fixes the unit test).

The original fix was reviewed by Serguei Spitsyn, David Holmes, Coleen
Phillimore, and Keith McGuigan.

The proposed backport fix has been tested JPRT (default hotspot test
set + the specific unit test).
