[7u-dev] Request for approval and review request for 8012572: Exclude sun/tools/jmap/Basic.sh for short term

It make sense to exclude it until the issue is resolved, especially 
Windows where the communication to the target VM is a pipe and the tool 
can hang waiting even when the target VM has crashed.
