[7u communication] Schedule and release renumbering update

Hi Seán,

>From my perspective there are two problems with this:

1) I can do this, but I also have to ask others to do this and that creates more friction.

2) There is no official web pages that publishes that this tag exists. An additional advantage of a source bundle release is that it is a statement of sorts.
