[7u] Request for approval for CR 8009928 PSR: PERF Increase default string table size

Hi Harold,

Hotspot fixes do not usually go through an individual approval process 
for jdk7u. Normally hotspot fixes are pushed to the hs24 repo and there 
is a bulk approval request when hs24 is pushed up to jdk7u-dev (after PIT).
