[7u] Request for approval for CR 8006564: Test sun/security/util/Oid/S11N.sh fails with timeout on Linux 32-bit

Hi All

This is a request to backport a jdk8 fix into jdk7u

The updated test will not access old JDKs anymore.

The fix is already included in jdk8 as:

The patch for jdk7u is identical to the one in jdk8.

The fix is low-risk, itself a test.
