[7u40] Request for phase 2 approval for 8016133: Regression: diff. behavior with user-defined SAXParser

Hello.

I'd like to request approval to backport the following fix to jdk7u40. This is a quick fix on a regression caused by a previous patch. It is a recovery of code that was accidentally removed.
