[7u40] Request for phase 2 approval (JAXP 1.5): 8016648: FEATURE_SECURE_PROCESSING set to true or false causes SAXParseException to be thrown

I'd like to request approval to backport the following fix to jdk7u40. 
This is an update to jaxp 1.5 in 7u40.
