[7u40] Request for phase 2 approval: 8020371 [macosx] applets with Drag and Drop fail with IllegalArgumentException

Hello

This is a request for phase 2 approval to push the fix for 8020371 into the jdk7u40 repository.

7u40-critical-request justification: this is a regression in 7u40 which makes all applets which use DnD unusable on Mac OS X
