[7u40] Request for phase 2 approval for CR 8019201: Regression: java.awt.image.ConvolveOp throws java.awt.image.ImagingOpException

This is a request for phase 2 approval to push the fix for 8019201 into
the 7u40 repo. The fix has already been pushed into the JDK 8 repo.
