This is a request for phase 2 approval to push the fix for 8016046 into 
the 7u40 repo. The fix has already been pushed into the JDK 8 repo.

The JPRT tests for the 7u-dev forest with applied fix finished 
successfully.
The fix is directly covered by test
        jdk/test/java/lang/Runtime/exec/ExecCommand.java
and regression tests from folders
        jdk/test/java/lang/Runtime/exec
        jdk/test/java/lang/ProcessBuilder
and tests from closed part of JDK.

jprt job : OK for [lang] tests for all platforms.
build JDK 7 + patch : OK
rt.jar size regression : NO
SQE is OK with this fix
