[7u communication] Request to create 7u40 stabilization forests

Sean, Iris,

Looks like the jdk7u40-dev-gate and jdk7u40-dev have different heads 
that I can't push the changeset via the gate repo:

$ hg push
pushing to ssh://mchung@hg.openjdk.java.net/jdk7u/jdk7u40-dev-gate/jdk
searching for changes
abort: push creates new remote head 3e0468ae745a!
(you should pull and merge or use push -f to force)
