I would like to backport two changes from Java 8. They has been baking in JDK8 for a couple of weeks with no problems.

8004726 :webrev.ksh still generating monaco URL instead of JIRA

The changeset for JDK7u-dev is identical to JDK8. I will apply both changes in one merged changeset.
