[7u] Request for approval for bulk integration of hs24-b43

Requesting approval to integrate hs24-b43 into jdk7u40-b24.

Pre-integration testing is in progress; the integration will proceed
only after SQE has analyzed the results and approved.

The fixes in the proposed integration are below.  All have undergone
nightly testing and are already in a jdk8 repository.

7196080: assert(max_heap >= InitialHeapSize) in arguments.cpp
8007036: G1: Too many old regions added to last mixed GC
8010770: Zero: back port of 8000780 to HS24 broke JSR 292
8013117: Thread-local trace_buffer has wrong type and name
8013226: new hotspot build - hs24-b43
