Hello,

This is a request for approval to fix the following bugs in 7u40:

8015570: Use long comparison in Rule.getRules().

The fix is basically a backport from jdk 8 but includes a small difference in Rule.java in order to avoid using Long.compare(), since it wasn't available in JDK 6.
My coworker has reviewed & approved this fix with an additional change in closed area.
